That's a tough one. I'll admit that I don't like to see a CVS next to a Walgreens, but I don't want government to tell us it shouldn't happen. Would you object to a family-run pharmacy next to Walgreens? Or Burger King next to McDonalds? Basically, I'm not sure you want any level of government determining the appropriate mix of businesses; the market will sort that out.
I generally agree that commerce should be unregulated, but who will foot the bill when one of the two pharmacies goes out of business and the police have to monitor yet another abandoned building? Most likely the taxpayers of Washington, and I don't think that is fair. I think Washington should make businesses prove that they will be viable before granting their permits, just like a mountain climbers must prove their skills before climbing Mount Everest.
